Regulation 19 rewrite

Dear All, I have been asked to circulate this to the game so that you have the opportunity to make comment on the rewrite of Regulation 19 in the 14 day consultation period. In the attachment there is initially a letter explaining the process, followed by the draft rewrite of the Regulation. Please pass it to players and administrators in your Clubs.
