The North Midlands RFU Discipline Panel met on Tuesday 14th November 2023 at 7pm to hold the Hearing of Peter Carroll bn 20/10/1973, RFU No 73834

Mr Carroll had been given Notice of the Hearing and requested to attend by Email – petejcarroll@yahoo.co.uk

Mr Carroll was charged with two Offences under RFU Regulation 5:12 – Conduct prejudicial to the interests of the Game and / or the Union

Mr Carroll did not attend and the Chair agreed that the incident was serious enough to proceed in absentia of Mr Carroll

The panel agreed that Mr Carroll was aware of the ban, during these dates following a Discipline Hearing for Match Official Abuse on 12/04/2023. Mr Carroll was notified of the Hearing Result on 13/04/2023 by Email

Charge 1) 

This related to Mr Carroll refereeing a game of Rugby Union between Aldridge RFC and Ludlow II RFC on Saturday 16th September 2023, when he had been Banned from attending Rugby Union Games as a Spectator between 29/04/2023 and 01/10/2023 (Closed Rugby season) and then banned from  02/09/2023 to 01/10/2023 – Free to attend from 02/10/2023 

This matter was NOT Proved – The Panel found that Mr Carroll had not attended the game as a Spectator, but as a Referee

Charge 2)This charge related to Mr Carroll attending Aston Old Edwardians RFC on Saturday 23rd September 2023 2023 where he verbally abused Tony Parry the Hon. Secretary at Aston Old Edwardians RFC and shouted at him after he was asked to leave the ground ‘I’ll come back and burn your fucking clubhouse down’

This Charge was Proved Sanction – Mr Carroll was given a 28 week ban and was banned from attending any Game of Rugby Union in any capacity from 14/11/2023 until 25/05/2024, in England, with Costs of £40.00 for the ZOOM Hearing. This ban reflects the serious nature of Mr Caroll’s threat to burn a Clubhouse down
